Captain Clark currently serves as Director of Maritime Security Projects at the California Maritime Academy in Vallejo, CA – a specialized campus of the California State University. His 26 years of active duty and reserve component experience with the US Coast Guard – the last 8 years while jointly attached to the US Navy -- includes field level, senior supervisory, command, and command staff assignments in port security/harbor defense missions worldwide.
Captain Clark’s recent maritime and port security expertise includes development and delivery of practical exercise & training curriculum for professional development and undergraduate programs supporting ISPS Code, MTSA 2002, and SAFEPort Act requirements. These programs have been delivered with and for the US Coast Guard, US Navy, state agencies and public/private maritime academic & commercial sector clients throughout the Pacific and Caribbean Rims.
In association with senior employees of the Chevron Products Company, Captain Clark serves as the primary POC for the organization and development committee of the Maritime Safety and Security Center – a public/private partnership focused on the integration and delivery of comprehensive safety and security training for the Maritime Transportation System.
Captain Clark serves as a technical advisor to the USCG Northern California Area Maritime Security Committee and the Governor’s California Maritime Security Advisory Committee. He is the primary author of the US MARAD sponsored monograph “Protecting America’s Ports – Are We There Yet?” (2007) and the “AB2043 Port Security Implementation and Status Survey” prepared for the California State Legislature (2006) under the oversight of the California Marine and Intermodal Transportation System Advisory Council (CALMITSAC)
