Tom Tomaiko assumed the duties of DHS S&T Maritime Security Technology Program Manager in April 2008. Tom creates value for Department of Homeland Security by providing program management services that solve problems, manage risks, and provide product/ technology solutions while stewarding future material capabilities and human knowledge. He is responsible for the timely identification, prioritization, development, and delivery of maritime technologies most relevant and critical to meeting DHS Agency requirements and capability gaps. Prior to joining DHS S&T, Tom served as a Naval Officer for over 20 years. He served in a series of industrial, fleet, program office and headquarters assignments in ship design and construction, maintenance, logistics and acquisition management. He excelled in technical and leadership assignments at US Navy installations and onboard vessels worldwide. Tom was commissioned and graduated with merit from the United States Naval Academy in 1987 with a Bachelor of Science in Mechanical Engineering. He graduated from the Naval Postgraduate School in 1994 and earned a Master of Science degree in Naval Engineering and received a Distinguished Thesis Award. He graduated from the Joint Executive Defense Systems Engineering Management program offered by the Naval Postgraduate School and Massachusetts Institute of Technology in 2008 and earned a Master of Science degree in System Engineering. He is also a graduate of the Program Manager’s Course at the Defense Acquisition University and is Level III certified by the Defense Acquisition University in Acquisition Program Management and Systems Planning, Research, Development & Engineering. Tom became Certified in Risk Management (CRM), International Institute of Professional Education and Research (IIPER), in 2006 and subsequently became a Department of Homeland Security Certified Acquisition Professional Level III Program Manager in 2008. He attended the George Washington University (GWU) Senior Leader Program (SLP) in 2010 and he was a Senior Executive Fellow at Harvard’s John F. Kennedy School of Government (2011). Tom has made appearances and presentations before the media, professionals at conferences, and students and faculty at top universities. In addition, he is the author of numerous reports, articles and commentaries. He is the recipient of numerous awards including an Under Secretary of Science and Technology Award, Meritorious Service Medal, Navy and Marine Corps Commendation Medals (4), Meritorious Unit Commendation, Navy “E” Ribbon, Expeditionary Medal, and National Defense Service Medals (2).
