Mr. Morrisseau is an ocean and systems engineer having received both bachelor's and master's degrees from Florida Atlantic University. He has worked directly with the US Government or on government projects for the past 12 years starting with an internship at the Naval Surface Warfare Center in Carderock Maryland in the Center for Innovation in Ship Design. Upon graduating from FAU, Paul took a position at Alion Science and Technology in Alexandria, VA where he supported the survivability analysis of US Navy vessels, assisted in the management of the Littoral Combat Ship's Live Fire Test & Evaluation program, and led the development efforts of a software tool known as the Measure Of Total Integrated System Survivability, or MOTISS. Paul then moved to St. Pete, FL in 2009 to become the Technology Manager for Maritime and Port Security at SRI International. Specific roles included acting as the Lead Engineer on the NAVAIR Maritime Domain Awareness System (MDAS) program and then became project manager of the Maritime Security Technology Pilot (MSTP) for DHS Science & Technology, borders and maritime security division. The pilot project led to creating the first instance of a truly open, government-owned, non-proprietary, service oriented architecture (SOA). In 2013, Paul left SRI to venture out with longtime friend and colleague, Daniel Morehead, to form OCEANS LLC. At OCEANS, Paul has been funded full time to be the Chief Systems Engineer for the DHS S&T Program Manager, Thomas Tomaiko, helping to guide the development of DHS-wide enterprise architecture implementation and agile integration of capability to exponentially increase operational efficiency and effectiveness across DHS components.
