Bill brings 30 years of operational and staff experience from the U.S Coast Guard to his Maritime and Homeland Security Projects at Pacific Northwest National Laboratory. PNNL is one of the U.S. Department of Energy’s 10 world-class National Laboratories managed by the DOE Office of Science. Bill has both air and surface port security operational expertise. He spent four years assisting the Department of Homeland Security Domestic Nuclear Detection Office on the West Coast Maritime Pilot, running the Puget Sound Small Vessel Preventive Rad/Nuc Detection Pilot. He and his team provided technical support and operational support to the Region in developing Area Maritime Security Committee approved CONOPS and SOP, training (initial maritime and practicum drill) modules and guides, equipment and maintenance support, and boat detector system installs. They also planned and coordinated a Small Vessel Rad/Nuc Full Scale Exercise with over 50 vessels and 300+ on the water participants. Bill and his team are now is assisting on the DNDO National Small Vessel Rad/Nuc Detection Program Assistance Project. Bill has also worked extensively with the PNNL Operations Research team to bring risk metrics and optimization to the Pilot project and helped develop the Vehicle Borne IED Risk Reduction and Resource Assessment Project for Washington State Ferry System. Bill was Chief of Aviation Forces for the CG when he retired in 2006. He graduated with a BS in Marine Science/Ocean Engineering from the Coast Guard Academy and has a Master’s in Public Administration in Organization and Management from the University of Washington.
